If you want to study English, take it as a project.

You need to spend time on that. The best thing you could do is to make the time for it everyday, or at least several times a week.
 
It may help you to break ‘complicated’ tasks into smaller and more manageable tasks. For example, if you need to learn 100 new words, divide them into groups of 10 words each and proceed with the study of one set of words at a time. It seems banal, but it's not!
 
Try to set a deadline, and plan your study. Plan what you will study and when you will study, and try to stick to you plan. Do not let urgent tasks stop you from carrying out important tasks!
 
Last but not least, keep a learning diary. Keep a file where you write down each day you study how long you have studied for, what you have studied, what you have learnt, which may not necessarily refer to English as a subject of studying. It may well refer to your own reflections coming from what you have read or listened to or experienced on that particular day. Your learning diary would be the best tool to monitor how your study project is going any time you want.
